Budget Spotlights 2026 #2: Roads and Public Works

The Mississippi Mills Roads and Public Works Department plays a vital role in keeping the community running smoothly. This team oversees the operation, maintenance and asset management of the Municipality’s core infrastructure, ensures regulatory compliance and manages waste and beautification services.

  • The department is staffed by 16 full-time employees, 3 seasonal and 1 casual employee.

The estimated replacement cost of the Municipality’s core infrastructure assets is estimated at $316.8 million. How is that broken down?

  • 39% for road network
  • 26% for wastewater infrastructure
  • 14% for water infrastructure
  • 12% for stormwater infrastructure
  •  9% for bridges and culverts

2026 PROPOSED CAPITAL PROJECTS - ROADS AND PUBLIC WORKS

The draft budget contains over $7.4 million in proposed capital investments for Roads and Public Works. Key projects include:

  • $2,781,000 – Hard surface renewals
  • $1,906,998 – Old Almonte Road rehabilitation
  • $825,000 – Hugh Graham Bridge renewal
  • $485,000 – Snow plow replacement
  • $361,000 – Gravel replacement (Ramsay Ward)
  • $219,000 – Sidewalk plow
  • $281,500 – Sidewalk repairs
  • $170,000 – Traffic calming and school route safety
  • $143,150 – Gravel replacement (Pakenham Ward)

WINTER CONTROL

The Municipality is responsible for winter road maintenance including plowing, sanding and salting. All operations adhere to Ontario’s Minimum Maintenance Standards.

WATER AND WASTEWATER SERVICES

Water and wastewater treatment is provided through a contract with the Ontario Clean Water Agency, while distribution and collection systems are managed internally by Roads and Public Works.

These services are 100% funded by user fees from residents connected to the municipal system.

2026 PROPOSED CAPITAL PROJECTS - WATER AND SEWER

The draft budget allocates over $3.2 million for water and sewer infrastructure upgrades:

  • $1,075,000 – King Street equipment replacement
  • $600,000 – County Road 29 watermain construction from Old Almonte Road to northern urban boundary of Almonte
  • $412,000 – Design for water main extension from Well 6 (between Carss Street and the Brown Lands subdivision)
  • $431,570 – CIPP lining and infiltration program
  • $120,000 – Radio frequency meter replacement
