Past Strategic Plans:
On January 12th, 2016, Council took another major step in the advancement of greener and healthier transportation alternatives with receiving the Active Transportation Plan and the Transportation Master Plan by Dillon Consulting. This milestone marks the conclusion of over 18 months of study and consultation on how the community wants to see walking, cycling, hiking and other non-motorized modes of transportation encouraged within the community. By developing a strong network of active transportation and programming, the Municipality can make it easier for the people of Mississippi Mills to use active modes for recreation, commuting, running errands and tourism. The Municipality of Mississippi Mills initiated a new Transportation Master Plan (TMP) in February 2023 to help address and respond to unprecedented population growth, ever-evolving travel behavior, and ensure better alignment with other municipal planning projects. Parsons Inc. was been retained by the Municipality to prepare this study.
The final TMP, approved in November 2024, is a strategic planning document guiding the planning, expansion and management of our municipality’s multi-modal transportation system. It provides an opportunity for proactive thinking, anticipating community needs, and preparing for emerging trends in transportation solutions. The TMP directs transportation infrastructure investments over the coming decades, as well as policies and guidelines to meet the transportation needs of all users regardless of age and ability.

Augusta Street Park Revitalization Plan
The Augusta Street Park Concept Plan includes community gardens, fitness trail, asphalt path, pedestrian foot bridge, revamped basketball courts and rocket climber, a BMX track and maybe a splash pad.
In February 2025, Council approved the new Mississippi Mills Communications Plan, updated from the original 2018 plan.
The goal of the plan is to support the effective management of the Municipality through clear, concise and effective communication of the Municipality's programs, services, goals and objectives.

In September 2023, Council adopted the Community Engagement Strategy which provides a consistent approach to community engagement, with guidance on when and how to undertake engagement activities and what steps and processes should be considered.
It outlines our goals and guiding principles for community engagement, providing staff with tools and templates to ensure consistent and active participation in the planning, implementation and evaluation of our programs and services.

Community Plan for Safety & Well-Being
Community Safety and Well-being (CSWB) plans address the unique safety needs of communities. It is a provincial requirement for every municipality to have a CSWB plan in place. This regional plan identifies local priorities and evidence-based, sustainable solutions. The goal is to look at community assets and gaps to develop strategies that enhance community safety and well-being.
The Community Plan for Safety and Well-being for Lanark County and Smiths Falls has been in place since 2018. An updated plan for 2025-2029 was completed in 2025. A wide range of sectors are represented on an advisory committee, including police, social services, health care, education and more.
The new plan includes six outcome statements as a vision for the community, along with four theme areas (affordability and quality of life, health, violence against persons, and priority populations and diversity). Within each theme are several pillars that include information about assets, risks/issues and relevant data, followed by goals, measures and strategies to show how the work will be done.

Solid Waste Management Strategy
In 2024, the Municipality of Mississippi Mills completed a review of the Municipality’s waste management programs as well as consultation with the community on ways to improve services, address the needs of growth and increase the performance of diversion programs. In December 2024, Mississippi Mills Council approved the final Solid Waste Management Strategy, which includes a review of the existing services including potential changes, as well as needs to address future growth and policy changes over the next 20 years. Studies and Reports
Development Charges Background Studies
The purpose of development charges is to recover a portion of the growth-related costs associated with the capital infrastructure needed to service new development. Generally, development charges are calculated, payable and collected on the date a building permit is issued.
Development charges assist in funding growth-related capital costs for the following services: Roads, Public Works, Fire Protection, Outdoor Recreation, Indoor Recreation, Library, Administration, Homes for the Aged, Day Care, Wastewater, Water, Storm Sewer and Septage Treatment. Development charges imposed pursuant to the development charges by-law shall be adjusted annually, without amendment to this by-law, on the anniversary date of the by-law (June 29), in accordance with the prescribed index in the Development Charges Act.

Stormwater Collection System Reports
Stormwater is rainfall and snowmelt that flows over land and impervious surfaces, such as roads and parking lots, instead of soaking into the ground. The Municipality manages stormwater to prevent flooding, protect water quality, and maintain infrastructure.
Annual reports on the municipal stormwater system are prepared to provide information on management activities and compliance with environmental approvals and legislation.

Water Treatment Facility Annual Reports
Every day, the Town of Almonte's central water supply provides safe drinking water to approximately 3,347 residential, commercial, and industrial customers. Using five (5) groundwater well systems as its source, drinking water is treated at each well and subsequently distributed throughout the Town before arriving at your tap.
Water quality tests are performed on drinking water samples, covering numerous parameters. The results from our daily drinking water samples demonstrate that Town of Almonte customers receive high-quality drinking water that meets all federal guidelines and provincial standards.
The Municipality prepares an annual report for its municipal drinking water system in compliance with the Safe Drinking Water Act.

Wastewater Treatment Facility Annual Reports
Wastewater is water that has been used and discharged by homes, businesses, and industrial sources. It is mostly water by weight, with a very small portion of dissolved and suspended solids.
Wastewater is thoroughly treated at the Wastewater Treatment Plant. The Municipality prepares an annual report for its municipal wastewater system in compliance with federal and provincial guidelines and standards.
