To open last night’s meeting, Council held three public meetings, which will come before a future Council meeting for consideration. Official Plan Amendment 33 – Private Road Study, Cluster Lot and Limited Service Residential Study was the subject of the first meeting. This amendment would apply to any new proposed developments on private roads, and in some cases, any future developments on existing properties on private roads.

The background report for new Building Permit Fees was presented in the second public meeting. The last internal review of the fee structure was done in 2023 but a recent detailed review identifies some items not covered by the current fee structure and that present ICI (Industrial, Commercial, Institutional) rates are disproportionately low.

The final public meeting focused on the background report for Official Plan Amendment 32, related to changes due to Bill 23, the More Homes Built Faster Act. Updates concern servicing and infrastructure, the Community Official Plan and Zoning By-laws for the Municipality.

Council approved the updated criteria and application process for the 2024 Mississippi Mills Community Awards Program. These changes refine procedures and add two new award categories – Welcoming Community Champion (recognizing individuals who exemplify excellence in leading initiatives that help shape a welcoming community for newcomers and foster an understanding and sharing of other cultures); and Business Champion (celebrating those who have gone the extra mile, inspirational leaders in local business who set an example). Council endorsed a proposal, in principle, for owners of the Dairy Distillery to oversee the municipal boulevard at Ottawa Street and Industrial Drive to construct and operate an information/directional sign to increase visibility of businesses located within the Mississippi Mills Business Park. Encroachment, maintenance and liability agreements will require final Council approval. Staff were directed to bring back final details of the contract for Council’s consideration. 

Committee of the Whole also heard the following items, which will be brought forward for approval at a future Council meeting:

  • The recommendation to award the contract for the Union Street North Rehabilitation Project to R.W. Tomlinson Limited in the amount of $4,892,022.56.

  • The Plan of Subdivision and related Official Plan and Zoning By-law Amendments for Mill Valley Estates, located along the northeast side of Old Almonte Road/Paterson Street and the south side of Appleton Side Road.

  • The adoption of the Administrative Monetary Penalty (AMPs) By-law. Amendments to the Municipal Act has given Municipalities the authority to introduce AMPs as a civil mechanism for enforcing compliance with regulatory requirements and municipal by-laws. 

  • The Protection of Lot Grading and Drainage Features By-law, which regulates lot grading and drainage features only within the Town of Almonte.
