On January 11th, 2022 Mississippi Mills Council authorized staff to award the contract for PW21-13 Downtown Core Infrastructure Renewal Project to Thomas Cavanagh Construction Ltd. The total contract value for Cavanagh’s work is $7,230,418.00 (13% HST Included).  This work is scheduled to commence March 2022 with final completion date of August 2023.  Mississippi Mills staff are currently working with Thomas Cavanagh Construction to refine the phasing and develop a more detailed project schedule.  Once a more detailed schedule is prepared, additional information will be provided.

 

Project Description
This project includes the full reconstruction of Mill Street, Little Bridge Street, Brae Street and High Street including the municipal parking lot.  These areas will include the following works to be completed: New watermain, sanitary/ storm sewers, concrete curb and sidewalks, grading and asphalt work, landscaping and streetscaping, site restoration and line painting.


This project will be completed in five Phases. Each phase is represented as a segment in the figure below. Phases are to be completed one phase at a time. As previously stated, Staff are working with Thomas Cavanagh Construction to develop a more detailed phasing strategy and project schedule.  Once a more detailed schedule is prepared, additional information will be provided.

Sewer and Water
A reconstruction of this nature will require many of the buildings to be placed on temporary water services. The transition to and from temporary water services will require short, planned service disruptions.  The temporary interruption(s) are typically between 4 to 8 hours. Once a more detailed schedule is available additional information will be communicated to the affected properties including information on timing, duration and what to expect. The properties affected by the planned interruptions will also receive an additional notification by Cavanagh Construction, with a minimum of 48 hours prior to shutoff. The temporary watermain connection meets the same standards for safety and quality as our existing services and will not negatively affect water billing.


Garbage and Recycling
During construction the garbage and recycling collection will remain the same schedule as current.  Additional information on how collection will occur will be communicated to the affected properties closer to the time when your property will be affected.

Project Accessibility
The Municipality and contractor will take precaution to minimize disruptions; we understand that at times there will be some inconveniences during the construction.  The contractor will work with businesses and property owners to ensure accessibility is maintained throughout the project. Affected property and businesses owners will receive an information package by February 3, 2022. This information package will provide contact information and open a channel of communications that will allow communication of special need accommodations both before the project starts and during the project.   The information package will include emergency contact for all construction related concerns as well as contact information for Thomas Cavanagh Construction and the Municipality of Mississippi Mills.   The Municipality of Mississippi Mills would like to thank you in advance for your patience and cooperation throughout this upcoming construction project.
