At last night’s Council meeting, Childcare Services Director Anita Legault gave a presentation with respect to the 50th anniversary of Mississippi Mills Childcare Services (formerly Almonte Daycare Centre). A point of interest was the cost of daycare in 1972: Full day fee $3.00 (with meal), half day $2.00 (with meal), half day $1.50 (no meal), $3.00 first child and $2.00 additional child.  A public celebration will be held on Saturday, September 17th at Gemmill Park from 11:00 am to 2:00 pm to mark this 50-year milestone complete with face painting, bouncy castles and a barbecue.

Council approved awarding an Engineering, Detailed Design and Tender Preparation contract to Parsons Inc. in the amount of $194,551.22 plus HST for upgrades and extension of water, sanitary and storm services on Union Street North.

Council adopted a Development Charge Interest Policy which ensures the municipality can charge and collect interest on Development Charges being paid through installment payments. This stems from changes introduced by Bill 108, More Homes, More Choice Act, 2019 (“Bill 108”), and further amended by Bill 138, Plan to Build Ontario Together Act, 2019 (“Bill 138”).

The Director of Public Works will oversee roads operations and the management of the water and wastewater operations including the evaluation of the Ontario Clean Water Agency (OCWA) contract. There will also be the addition of a third building inspector until such time an internal competition can be completed, and the successful candidate promoted to Deputy Chief Building Official. At this time, the third building inspector position will be vacated.

Two Notices of Motion received support last night: Councillor Holmes’ Notice of Motion to temporarily reduce speeds to 30km/hr in White Tail Ridge; other roads affected by construction would see speeds reduced by a maximum of 20km/hr for a period of time. The second Notice of Motion approved was Mayor Lowry’s with respect to Additional Residential Units that would direct staff to undertake a municipally initiated Official Plan Amendment to the Community Official Plan to formalize the requirement that a certain percentage of new residential construction includes ARUs for those lands that were subject to Official Plan Amendment 22.

The Committee of the Whole heard the following items, which will be brought forward and approved at a future Council meeting:

  • Authorize Mississippi Valley and Rideau Valley Conservation Authorities to perform the enforcement responsibilities of Part IV of the Clean Water Act on behalf of the Municipality of Mississippi Mills.
  • Update the Water and Wastewater Master Plan and award that contract to J.L Richards in the full amount of $160,590.00 plus HST.
  • Approve the proposed initiatives the Working Groups have developed for Mississippi Mills’ Bicentennial next year and supporting grant applications.
  • Approve three recommendations put forward by a LEAR working group: adoption of Official Plan Amendment No. 29 being an amendment to repeal and replace Schedule A Rural Land Uses with appropriate by-law amendments, and that Lanark County keep the Municipality informed of proposed modifications during the review/approval process.
  • Councillor Dalgity put forth a Notice of Motion with respect to open storage in residential zones including but not limited to tourist trailers and recreation vehicles, and direct staff to conduct a best practice review of section 8.14 of the Zoning By-law. 

As we re-open Council Chambers to members of the public, we have a limit of 20 in the viewing gallery, which will be filled on a first come first serve basis. Preregistration is no longer required.

While masking is not required members of the public are encouraged to wear a mask as social distancing may not be possible.
