December 6th was the first regular meeting of the 2022-2026 Council Term. Last night, Council approved the sale of the old Almonte Registry Office at 125 Brougham Street.

Council also approved the following Council member appointments to local boards
and committees
:

  • Mississippi River Power Corporation: Mayor Lowry
  • Mississippi Valley Conservation Authority: Councillor Holmes, Councillor Souter
  • Ottawa River Power Corporation: Mayor Lowry
  • Ottawa River Energy Solutions: Councillor Ferguson
  • Mississippi Mills Public Library Board: Councillor Lowe
  • Committee of Adjustment and Property Standards: Deputy Mayor Minnille
  • Appeal Committee: Deputy Mayor Minnille, Councillor Ferguson, Councillor Holmes
  • Lanark Police Association: Councillor Ferguson, Councillor Torrance
  • Municipal Heritage Advisory Committee: Councillor Torrance
  • Accessibility Advisory Committee: Deputy Mayor Minnille

Committee positions that are open to the public will be reposted on the Municipal website with a December 31st, 2022 deadline.

Council approved an amendment to Animal Control Bylaw 14-21 to include the definition of Livestock Guardian Dogs and eliminate municipal licensing fees and requirements.

Council also approved the Electronic Monitoring of Employees Policy as required to be compliant with legislative requirements of the Employment Standards Act, 2000. It includes Automatic Vehicle Location tracking system, periodic checks of computers and information technology equipment as part of maintenance and security processes, building and property security cameras.

The Committee of the Whole heard the following items, which will be brought forward and approved at a future Council meeting:

  • Endorsement of the Operational Plans for the Municipality of Mississippi Mills Drinking Water System; the Safe Drinking Water Act, O. Reg. 170/03, requires municipalities to submit Operational Plans that are accepted and endorsed by the system Owner (Municipality) to the Ministry of Environment, Conservation and Parks for their Municipal Drinking Water License. 
  • Committee of the Whole received a year-end Planning Department report that addressed Planning Act, Policy and Provincial changes, staffing overview, fees and development inquiries.
  • Development of a project umbrella to include branding, consultation and using a consistent and integrated project planning method for the next round of Growth Management Planning. Growth Management is an exercise to determine where and how new population and employment growth will be guided and accommodated in an integral manner that promotes healthy, complete, and livable communities.
  • Committee of the Whole received an update on Bicentennial events and projects for 2023. Updates include the official launch of the Bicentennial at the first regular meeting of Council in 2023; working with the North Lanark Home Hospice for the 2023 bicentennial tree; Bicentennial photo contest; and grant proposals to help enhance events and projects and help cover costs. To date, 21 events have been approved by Council.
  • 2023 Fees and Charges schedule: the purpose of the fees is to recover costs for services and activities provided by or on behalf of a municipality and for the use of
    its property.
  • Support nomination for Mayor Christa Lowry as Director to the Rural Ontario Municipal Association’s Board of Directors for the 2023-2027 term.
