Transportation Master Plan (TMP) Overview
The Municipality of Mississippi Mills has initiated a new Transportation Master Plan (TMP) in February 2023 to help address and respond to unprecedented population growth, ever-evolving travel behavior, and ensure better alignment with other municipal planning projects. Parsons Inc. has been retained by the Municipality to prepare this study.
The Transportation Master Plan (TMP) will be a strategic planning document guiding the planning, expansion and management of our municipality’s multi-modal transportation system. The TMP provides an opportunity for proactive thinking, anticipating community needs, and preparing for emerging trends in transportation solutions. The TMP will direct transportation infrastructure investments over the coming decades, as well as policies and guidelines to meet the transportation needs of all users regardless of age and ability.
The TMP will be conducted in accordance with the Master Planning process (Phases 1 and 2) as outlined in the Municipal Class Environmental Assessment (October 2000, amended 2007, 2011, 2015 and 2023) by the Municipal Engineers Association, which is an approved process under the Ontario Environmental Assessment Act. The TMP will follow “Approach #1” of the Master Planning process, which provides a broad level of assessment that would become the basis for, and be used in support of, future investigations for specific municipal capital projects.

There will be various opportunities for public engagement. Public input will be welcomed throughout the TMP process. Public Information Centers will be held over the course of the study to solicit your feedback regarding key issues, concerns, solution alternatives and recommendations. In addition, an online survey has been launched to gain a better understanding of the your current priorities and travel behaviour, as well as your vision of the future municipal transportation system.
