Notice of Complete Zoning By-law Amendment and Public Meeting – 5766 County Road 29 – October 6, 2026

A public meeting will be held in hybrid format via MS Teams on Tuesday, October 2, 2026, at 6 p.m. to consider a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O. 1990, Chapter P.13.  

The Municipality of Mississippi Mills has received a completed Zoning Bylaw Amendment Application (details below).

Location and description of property: The subject property is a 1.0-hectare, rural residential lot with 
approximately 62 metres of frontage along County Road 29. The property contains an existing detached dwelling that operates as a supportive housing residence with five (5) bedrooms, providing a shared living 
arrangement within a single housekeeping unit supported by on-site staff. The dwelling includes an attached two-car garage, with additional vehicle parking provided in a dedicated on-site parking lot.

Purpose and intent of the Zoning By-law Amendment: The subject property is zoned Rural (RU) under Zoning By-law No. 11-83. The Applicant is seeking to rezone the property to a site-specific Rural, Special Exception (RU-XX) zone to permit the development of a second dwelling that will operate as a supportive housing residence containing six (6) bedrooms.

The proposed Zoning By-law Amendment seeks to:

  • Permit a reduced setback of 230 metres between a residential use and an Aggregate Resource – Pit Reserve (MR) zone, whereas Section 6.23(1)(a) requires a minimum setback of 300 metres;
  • Permit a supportive housing residence within an accessory detached dwelling, whereas Section 8.8 prohibits supportive housing residences within accessory detached dwellings; and
  • Permit a second driveway, whereas Section 9.3.9(b)(i) limits lots within a residential zone having less than 90 metres of frontage to a maximum of one (1) driveway.

As a part of this application, Staff are proposing amendments to Section 8.8 of the Zoning By-law to modernize the definition and provisions related to supportive housing and ensure the regulations reflect current terminology and best practices.

IF YOU WISH TO BE NOTIFIED of the decision of the Municipality of Mississippi Mills on the proposed zoning by-law amendment, you must make a written request to the Municipality of Mississippi Mills, 14 Bridge Street, Almonte, ON K0A 1A0 or by emailing a written request to the assigned planner noted below.

IF A PERSON OR PUBLIC BODY would otherwise have an ability to appeal the decision of the Municipality of Mississippi Mills to the Ontario Land Tribunal but the person or public body does not make oral submissions at the virtual public meeting or make written submissions to Municipality of Mississippi Mills before the by-law is passed, the person or public body is not entitled to appeal the decision.

IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting or make written submissions to the Municipality of Mississippi Mills before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. 

AFTER A DECISION has been made by Council, persons wishing to formally register an objection must, regardless of any previous submissions, file a Notice of Appeal with the Clerk of the Municipality, setting out the objection and the reasons in support of the objection accompanied with the appeal fee to the Ontario Land Tribunal.

IF YOU ARE THE OWNER OF A BUILDING WITH SEVEN (7) OR MORE RESIDENTS, it is requested that you post this notice in a location visible to all the residents.
