Highlights of the September 15, 2026 Council Meeting

Last night, Council received a background report from the Planning Department for a proposed Zoning By-law Amendment for a property located at 155 Ryan Duncan Sideroad. The amendment will be to change zoning from rural commercial to agricultural. The public may submit comments to the planning department up until September 29^th and the by-law will be on the October 6^th Council agenda for approval.

Two subdivision agreements were approved. Phase 1 of the Hannan Hills subdivision will include 110 new units and Phase 1 of the Brown Lands subdivision will include 235 new units. Work has already begun to prepare the site for Phase 1 of the Hannan Hills subdivision and work will likely begin before the end of the year to prepare the side for the Brown Lands subdivision. 

Council supported the Township of Lanark Highlands resolution to ask the province for financial support and coordinate plans to combat tick borne diseases. A letter will be sent to provincial Ministers in support of Lanark Highlands.

Following a request received from the Board of the Mississippi River Power Corporation (MRPC), Council shared their intention to re-appoint existing members to the Board. Mississippi Mills is the sole shareholder of MRPC and is responsible for appointment Board Members at their Annual General Meetings. The following three individuals terms will be re-appointed at the upcoming MRPC Annual General Meeting in 2027: Lance Jeffries (2^nd term), David Goldsmith (3^rd term), and Patrick McNeil (3^rd term). As per the MRPC by-laws, Board Members may be reappointed up to 3 terms, each term is for 3 years.

Council made the following announcements during the meeting:

• Carleton Place and District Chamber of Commerce Business Awards of Excellence on October 15^th. Nominees have been announced.
• Lanark Transportation celebrating 25 years on September 24^th
• Lanark County Tree Seedling Giveaway in Mississippi Mills on September 19^th at the Lanark County Public Works Garage (4758 County Rd 29) 9am - 11am

Committee of the Whole also discussed the following items, which will be brought forward for approval at a future Council meeting:

• 2027 Fees and Charges new and reduced fees for municipal services for 2027.
• Appointment of KPMG as the Municipal Auditors for 2026 and 2027.
• Subdivision agreement for Phase 1 of the Hilan Village subdivision.
• Subdivision agreement for Phase 7 and 8 of the Mill Run subdivision.
• Quarterly report from Community and Economic Development.

Note there will be a break in October of regular Council meetings due to the Municipal Election. Early voting opens on Monday, October 19^th at 10:00 am and Election Day is Monday, October 26^th. Polls close on October 26^th at 8:00 pm.
