Council’s 2023-2027 Strategic Plan Report Card – Water and Wastewater Master Plan

As the 2023–2027 Council term nears completion, we’re sharing a series of “report cards” highlighting progress on key Strategic Plan priorities.
We’re starting with an important one: the Mississippi Mills Water and Wastewater Master Plan and Asset Management Plan—two major components of the broader MM2048 Master Planning initiative. This work provides a long‑term roadmap to ensure our community’s water and wastewater systems remain safe, reliable, and sustainable for years to come.

Why the study was completed
- To meet provincial legislative requirements for long‑term water and wastewater planning.
- To assess the condition of existing infrastructure, understand future service needs, and determine the funding required to maintain safe, dependable services.
What the study found
- Much of our water and wastewater infrastructure is aging and will require significant reinvestment to maintain service levels.
- Forecasts identify upcoming replacement, renewal, and maintenance projects needed to keep systems functioning reliably.
- Projected growth and changing consumption patterns will place additional demands on the system, making proactive planning essential.
What this means for residents
The study makes it clear that current revenues are not enough to support long‑term capital renewal, lifecycle needs, and operational pressures.
To address this, the Municipality is implementing adjustments to the water base charge and consumption rate in 2025. For the average household, this will mean an increase of approximately $110 per year, or about $18–19 per billing cycle (billed every two months).

We remain dedicated to delivering safe, high‑quality water and wastewater services. Investing in our infrastructure today helps prevent costly emergency repairs and ensures reliable service for all residents well into the future.
Initiatives we’ve completed to get more capacity out of existing infrastructure:
- Flow monitoring
- Operations review at the wastewater treatment plant
- Environmental Assessments to extend life
- Working with the Ministry of Environment, Conservation and Parks to pump more from wells 7 and 8 instead of building a new well
