As the 2023–2027 Council term nears completion, we’re sharing a series of “report cards” by highlighting progress on this term of Council’s Strategic Plan and the accomplishments achieved.

Municipal Space Needs Study
As Mississippi Mills continues to grow, it’s essential that our municipal facilities keep pace. The Municipal Space Needs Study—launched in 2025—provides a comprehensive review of the condition, capacity, and future requirements of our municipal buildings. This work will guide long‑term planning, investment, and service delivery.
Phase 1 – Completed
- Building condition assessments completed
- Facility Condition Index (FCI) established
- Initial findings:
- 46.4% of facilities in good condition
- 17.9% in fair condition
- 32.1% in poor condition
- 3.6% in very poor condition
Phase 2 – 2026
- In April 2026, Council directed staff to issue a Request for Proposal for a gap analysis comparing current space capacity with projected future needs.
Phase 3 – 2027
- Implementation planning, prioritization, and ongoing monitoring and evaluation.
Human Resources Strategic Plan
Adopted by Council in January, this plan outlines the Municipality’s priorities for supporting and developing our workforce over the next three to five years. It focuses on strengthening HR systems, preparing for future staffing needs, enhancing leadership and employee development, and fostering a positive workplace culture.

Community Engagement Strategy
Completed in 2023, this strategy reaffirms the Municipality’s commitment to meaningful, transparent, and accessible engagement with residents. It ensures community voices help shape decisions and the future of Mississippi Mills.
Goals
- Support strategic priorities through transparent and accountable engagement
- Create opportunities that inspire community participation
- Make engagement accessible and help sustain an informed public
- Ensure participation reflects the diversity of the community
- Build staff capacity to lead effective engagement
- Strengthen public trust in municipal decision‑making
The strategy also includes an Indigenous Community Engagement Protocol, guiding respectful relationship‑building and appropriate engagement with Indigenous communities.
