New $2 Paper Billing Fee for Property Taxes Comes into Effect in June

Beginning in June 2026, a $2 paper billing fee will apply to residents who choose to receive their property tax bills by mail. This change aligns with the introduction of the $2 fee for water billing.
Final tax bills will be issued in June and will include two installments, due on the second last business day of July and September.
This fee was proposed by staff in 2024 to help cover the real costs of printing and mailing paper bills, such as paper, envelopes, and postage. The Municipality sends out property tax bills twice a year (interim bills in January, followed by the final tax bills in June).
Residents may recall seeing advance notice of this change on their 2025 tax bills, as well as on the interim 2026 bills through an information sticker. Additional reminders have been and will continue to be shared on the Municipality’s website and in the MM Messenger newsletter. Thanks to this outreach, between interim 2025 and interim 2026 tax bills, 1,366 more residents have switched to e‑billing, saving about $5,400 a year in mailing costs. These savings reduce pressure on property taxes.
Switching to e-billing also supports Council’s strategic goal of creating modern, efficient, and effective municipal operations. It cuts down on paper use, improves service, and is more reliable during mail disruptions.
On November 4, 2025, Council approved By-law 25-084 (2026 Fees and Charges), which includes the new $2 paper billing fee. Staff are required to follow this by-law.
Residents who sign up for e-billing will not be charged the paper billing fee.
