Almonte Wastewater Treatment System Expansion

The Municipality has initiated two Environmental Assessments (EAs) in support of the expansion of the Wastewater Treatment Plant (WWTP) and Gemmill's Bay Pumping Station (GBPS). As stated in the 2024 Water and Wastewater Infrastructure Master Plan, the WWTP and the GBPS are both in need of upgrades. The master plan showed that as Almonte grows in population, the existing infrastructure needs to be upgraded to manage the increasing demands from those new residents. In Ontario, when a Municipality wants to increase the capacity of their pump stations or their treatment plants, they need to complete an EA. These assessments play a crucial part in how the upgrades are chosen and what they will eventually look like. To complete these EAs, the Municipality has hired the services of CIMA+ Canada Inc who will be managing the process from start to finish. They will be working closely with staff to determine the current state of the treatment systems and to develop a suitable plan for the future. Three Public Information Centres will be hosted for this project, the first of which was held on June 4 at Almonte Old Town Hall.

Project Updates

The EA for the plant and pump station is coming along well. CIMA Inc has been hard at work reviewing the background information and gathering data on how the treatment plant and pump station currently operate. This involves pulling large amounts of data on sewage flows, equipment specs, completing tests and consulting with operators. They have refined the data to develop a baseline understanding of what the system experiences during day-to-day operations as well as during peak flows (such as during rain storms and the spring melt). This understanding—along with growth projections—is being used by the engineers to prepare a design basis. Simply put, the "design basis" is a guiding document that sets the objectives that the wastewater treatment system is expected to meet in the coming years. This is a very important part of the project and staff are working closely with CIMA to develop a design basis that addresses the future needs of the Municipality.

This work has put the project on track to see the Second Public Information Center (PIC) scheduled for Monday June 22. The theme of this second PIC is “Identifying Opportunities and Developing Alternatives.” During this PIC, CIMA will be presenting ideas on how we will address the goals in the design basis and members of the public are encouraged to attend and workshop ideas with staff.
