Council Highlights - September 9, 2025

Last night’s Council meeting opened with two delegations—the first from Union Hall Board President Michael McGarry, who provided Council with information on the importance of the community hub. This included highlighting community commitment from volunteers over 168 years, the new five-year business plan for Union Hall and requesting continued municipal support.

During the second delegation, Council was presented with information from Marnie Saunders of D.M. Wills Associates Limited on the proposed development of 5120 March Rd, which needs an exemption from the water allocation by-law. The matter was referred to staff.

Council approved the new Mississippi Mills Impact Grant Policy pilot, which streamlines the current two grant programs into a single program. The new grant policy expands eligibility and funding guidelines into seven streams, providing the community with more opportunities for support. Applications for Impact Grants will open shortly and close on November 30, 2025. The second intake of applications will be in March 2026. Watch for updates about the grant application! 

Council approved an 18-month extension for the Glen Isle Shores Subdivision draft plan approval. The extension brings the submission deadline from November 27, 2025, to May 27, 2027. A copy of the resolution will be forwarded to Lanark County for approval.

 

Committee of the Whole also heard the following items, which will be brought forward for approval at a future Council meeting:

  • Award of contracts for roads and public works projects, including a hard surface renewal project and an asphalt mill and overlay project to Thomas Cavanagh Construction Ltd. Inc. for $196,000 and $175,957.80, respectively, as well as a sanitary sewer lining project to Clearwater Structures Inc. for $215,407 plus HST.
  • Final acceptance of the Mill Run Subdivision phase 3A and phase 5.
  • A presentation from KPMG on the Long Term Financial Plan (2026 to 2035) report.
  • Zoning By-law Amendment for 1214 Ramsay Concession 12 for the severance of agricultural land.
  •  A staff report regarding the procurement of a motor grader, with a recommendation for the Municipality to lease a John Deere 772 GP for monthly costs of $8,470.00 plus HST and a residual Buyout of $263,000.00 plus HST.
  • Quarterly reports from Protective Services and the Department of Roads and Public Works.
