The meeting began with a moment of silent meditation to reflect on the impacts of Covid-19 felt across the globe and in our own community over the past year. Mississippi Mills will be recognizing the significant local losses due to COVID-19 on March 31st by lowering the flags.

Consultants presented amendments to the Development Charges By-law and additional uses for the Mississippi Mills Business Park in Almonte. Council will decide on these changes at the April 6 meeting.  Public comments will be accepted up until the passing of the bylaws.

Council approved the use of Municipal Modernization Program funding to engage  consultants to review  the Emergency Management Program, Community Risk Assessment, and Master Fire Plan.

Staff will review on-street parking on the following roads due to safety concerns:

  • Ramsay Concession 8, near the entrance to the Mill of Kintail
  • Ramsay Concession 7B, near the intersection of Sugarbush Road
  • Ramsay Concession 8, North of Bennies Corners Road, Near the Dead End
  • Hill Street in Appleton, Near the Driveway of 105 Hill St.

A report with the results of the review and any recommendations will be brought to Council at a later date.

Council awarded the contracts for the 2021 Micro-Surface Program and the Business Park Phase 3. The Micro-Surface Program, co-tendered with Lanark County, received 2 tender submissions with the award of tender going to Miller Paving Ltd. This project involves pavement preservation work on Clayton Road and Gale Street. The Mississippi Mills Business Park Phase 3 tender received 14 submissions and was awarded to Thomas Cavanagh Construction Limited in the amount of $1.6M. This project involves installation of municipal roadways, services, and utilities in the expansion of Phase 3 of the Business Park located off Industrial Drive.

Council approved a contract with RSM Building Consultants to perform plans examination services for the Municipality. The review of construction plans is necessary to ensure that projects are constructed in accordance with the Ontario Building Code with building permits issued within the specified timelines.

Council adopted the 2021 Water and Sewer Service Rates and approved expropriation of land in the Adelaide and Menzie Streets area.  These small parcels of land will be included in a larger parcel that will be put out for sale and eventual development.
