Tuesday night’s Council meeting began by recognizing two board members of the Mississippi River Power Corporation (MRPC) Mr. Paul Virgin and Mr. Garry Dalgity, who’s terms have recently ended. Mr. Virgin is the longest serving member on the Board with a total of 17 years, with 6 of those years as President. Mr. Dalgity was originally appointed to the Board during his term as municipal Councillor and served a total of 10 years with MRPC. Deputy Mayor Minnille thanked Mr. Virgin and Mr. Dalgity for their time, experience, leadership, and work on behalf of the residents of Mississippi Mills.  They were each presented with a certificate of appreciation. He also took this opportunity to thank the current members of MRPC as well as welcome two new members, Patrick McNeil and David Goldsmith, to the Board.   

Next on the agenda was a deputation from Watson and Associates Economists Ltd. regarding amendments to the Development Charges (DC) bylaw. The purpose of DC’s is to recover the capital costs associated with residential and non-residential growth within a municipality. The amendment will make adjustments for recent changes made by the Province such as removing the 10% statutory deduction, making other changes to update the capital cost estimates, reallocation of service specific growth-related studies, and changing the timing of calculation and collection of DC’s. A Statutory Public Meeting will be held at an upcoming meeting regarding the amendment to the Development Charges By-law.

Third to present to Council was Robert Eves, CEO of Carbridge, and Lorne Heslop, former Board Member of Carebridge, regarding The Neighbourhood Tomato Community Farm Project. The mission of the project is to expand locally-grown sustainable food production and empower the community to improve food security for vulnerable populations through a collaboration with the municipality.

Council has directed staff to complete a winter maintenance sidewalk review on all sidewalks within the municipality. The network of sidewalks is growing and to provide an appropriate level of winter maintenance on additional sidewalks the municipality needs to ensure appropriate costs are budgeted, and staffing and equipment levels are sufficient to ensure the municipality is in compliance with the legislated minimum maintenance standards. Staff will provide recommendations for inclusions of sidewalks within the winter maintenance program for next year with no changes to the sidewalk maintenance for the remainder of this year.

As of February 16, 2021, Mississippi Mills is now in the Green-Prevent Framework.

The following municipal facilities are now open to the public:

  • Municipal Office, 3131 Old Perth Road, Almonte
    • Appointments are still required for all in-person services such as Commissioning and Building and Planning
    • Payments and documents can still be dropped off in our secure drop box/safe at the back of the building
  • Almonte Old Town Hall
  • Almonte Community Centre
  • Stewart Community Centre
  • Almonte Daycare Centre

* Please note that COVID protocols remain in place at all municipal facilities, including mandatory masks, hand sanitizing, social distancing, contact tracing etc.

Public Works garages and Fire Halls remain closed to the public and non-essential visitors at this time.
